The experience is stripped back on purpose. It's meant to help lawyers, policy teams, researchers and others get to the relevant provisions faster.
This approach grows out of the command line interface (CLI), which is a way of using short typed instructions instead of moving through lots of buttons and menus. A terminal is simply the text window where those instructions are entered and the results appear. That does mean there is a learning curve: you need to learn the main commands before it feels natural. But once you know them, moving through legislation is much faster. It's especially well suited to regular users who want a more direct, power-user way to work.
